published in Alphacast / Brazil Macro Basics
236 columns- This dataset includes monthly information on Public Sector and General Government Net Debt produced by the Central Bank of Brazil. data are in BRL Millions. NET DEBT OF THE PUBLIC SECTOR The public sector concept used for measurement is the non-financial public sector plus the Central Bank. The non-financial public sector is considered to be direct federal, state and municipal administrations, indirect administrations, the public social security system and federal, state and municipal non-financial state companies, except for the companies of the Petrobras Group and the Eletrobras Group . The company Itaipu Binacional is also considered. The exclusion of Petrobras and Eletrobras is due to the specific characteristics of the companies, which follow corporate governance rules similar to those experienced by publicly traded private companies, and have the autonomy to raise funds in the domestic and foreign markets. The exclusion of Petrobras from fiscal statistics started to be carried out based on data for the month of May 2009. In order to compare the results with previous periods, the calculation of net debt and public sector borrowing requirements in the new coverage, went back to December 2001. In the case of the series with the inclusion of Petrobras, the information was closed in April 2009, remaining available for consultation in the special series (http://www.bcb.gov.br/?SERIEDLSP) . The exclusion of Eletrobras took place from the base date of November 2010 and, as was done in the case of Petrobras, the calculation retroacted to December 2001. Also included in the concept of non-financial public sector are public funds that do not have the characteristics of financial intermediaries, that is, those whose source of funds is constituted by fiscal or parafiscal contributions. The Central Bank is included in the calculation of net debt as it automatically transfers its result to the National Treasury. The Net Public Sector Debt (DLSP) is used as the basis for calculating the elow the line' public deficit. DLSP is defined as the balance between debts and credits of the non-financial public sector and the Central Bank. The balances are determined on the accrual basis, that is, the appropriation of charges is accounted for on a pro-rata basis, regardless of the occurrence of releases or reimbursements in the period. Any accounting records that do not use this criterion are corrected to maintain the homogeneity of the calculation. NET DEBT OF THE GENERAL GOVERNMENT The Net Debt of the General Government corresponds to the net indebtedness (balancing of debts and credits) of the Federal Government (including Social Security), state and municipal governments, with the public and private financial system, non-financial private sector and the rest of the world. GROSS DEBT OF THE GENERAL GOVERNMENT The General Government Gross Debt (GBGG) comprises the total debts that are the responsibility of the Federal Government, state and municipal governments, with the private sector, the public financial sector and the rest of the world. Repurchase operations carried out by the Central Bank with government bonds are also included. These operations are included because they are closely related to the National Treasury debt, and their inclusion in the DBGG allows for better monitoring of the government's fiscal situation. Debts that are the responsibility of state-owned companies in the three spheres of government are not covered by the concept. Debits are considered at their gross amounts, and the obligations linked to the external area are converted into reais at the period-end exchange rate (purchase). Credits represented by government bonds held by its direct and indirect administration bodies, federal, state and municipal public funds are deducted from the Federal Government's gross debt, namely: social security investments in government bonds, FAT investments and other funds in government bonds and state investments in federal government bonds. Similarly, the installments corresponding to treasury bonds are deducted from the debt of state and municipal governments.'
